Anna is a quantitative and mixed-method evaluation specialist with close to 10 years of international development experience in the areas of democracy, human rights, and governance (DRG); rural development and agriculture; and education. She has served as a leading quantitative analyst on more than a dozen impact evaluations, mixed-method performance evaluations, and surveys in Eastern Europe and Eurasia, the Balkans, Africa, and Asia for clients such as the U.S. Agency for International Development (USAID), the International Finance Corporation (IFC), the U.S. Department of Labor, and the U.S. Department of Defense.
Most recently, Anna has led a USAID brand awareness survey, a survey of Ukrainians displaced abroad, an annual data quality assurance of performance indicators, and a review of corruption indicators for the USAID/Ukraine Monitoring and Learning Support Contract. Anna has also worked on several task orders under the USAID DRG – Learning, Evaluation, and Research II contract, leading mixed-method performance evaluations and survey data analysis.
Anna is also a seasoned project manager. She has served as a task lead on two DRG performance evaluations for USAID, managed an evidence review for USAID’s Analytic Task on Authoritarian Resurgence & Influence, and led several tasks under the USAID/Ukraine Monitoring and Learning Support Contract.
Prior to joining NORC, Anna was a consultant at the World Bank and a graduate research and teaching assistant for the Applied Econometrics and Evaluation of Public Policies Group at the University of Fribourg, Switzerland.
Anna is fluent in Russian and German.
