Evan is a senior statistician in the Statistics & Data Science department. He brings more than a decade of experience in advanced statistical methods and survey sampling to the varied projects he collaborates on. Evan has a breadth of experience in sampling, subpopulations and small area methods, weighting, and nonprobability samples that he draws on in contexts ranging from survey research to secondary data analysis.
Evan is a major contributor to advances in methods for combining probability and nonprobability panels at NORC. These efforts increase precision for nationally representative populations, small domains, and improve cost efficiencies for clients. They are implemented routinely in NORC’s TrueNorth methodology.
Evan also provides expertise in sampling and statistical inference for rare populations. He has recently implemented these methods for CDC to create hearing and vision loss estimates for detailed demographic groups for which publicly available data is not available. For the Jewish Community Studies he has used complex methods to garner reliable estimates related to the Jewish population in communities throughout the U.S. With the Department of Veterans Affairs he has helped to launch the ongoing surveillance system ASCEND, designed to better inform suicide prevention strategies for Veterans including historically underrepresented demographic groups.
Prior to NORC, as account director and senior statistician at the Avalon Consulting group, Evan played a pivotal role leading the implementation of statistical methods used in the analysis of nonprofit clients’ fundraising programs. He led services for upwards of 30 clients, ensuring the viability of strategic marketing recommendations by building standardized approaches and tools for consistent reporting. Evan developed sophisticated modeling techniques that were used to enhance fundraising efforts and to develop rigorous budget projections.
As data operations manager at Fors Marsh Group, Evan managed a team of data analysts responsible for the curation of analysis-ready data sets for large recurring government-funded and private sector research studies and surveys. He coordinated with multiple department leads to ensure that data needs related to weighting, sampling and analysis were met. Special emphasis was placed on data quality assessment and assurance.
