Lisa is a senior fellow and health services and health policy researcher with over 25 years of experience working on issues related to aging, long-term services and supports (LTSS)/home- and community-based services (HCBS), Medicare, Medicaid, dual-eligible populations, care integration, and end-of-life care/palliative care. She has directed or served as a subject matter expert on projects for the Centers for Medicare and Medicaid Services (CMS) Center for Medicare and Medicaid Innovation, the CMS Center for Medicaid and CHIP Services, the Administration for Community Living, and state Medicaid/State Units on Aging. Lisa has directed implementation and monitoring contracts; learning systems contracts including technical assistance/training; and engaged in program, policy, and outcomes analyses using both Medicare and T-MSIS (Medicaid) data. She has published over 50 peer-reviewed articles and presented the results of her work to various clients and in professional meetings.
Prior to joining NORC, Lisa served in several research roles at the RAND Corporation, Health Management Associates, and the Lewin Group as well as the first irector of policy for The SCAN Foundation. At Lewin, she served as the Project Director for the Medicare Care Choices Model (MCCM) Implementation & Monitoring Contract and the Integrated Care for Kids (InCK) Model Implementation and Monitoring Contract, both CMS models.
