Rachael is a monitoring, evaluation, research, and learning expert and survey methodologist with special expertise studying human trafficking.

 

Rachael is an evaluator and survey methodologist with 15 years of experience conducting mixed methods evaluations and interdisciplinary research. She has worked with teams across the globe to study issues related to human trafficking and international capacity strengthening. Most of her work focuses on hard-to-reach populations and people in vulnerable situations, and she specializes in using community-based participatory approaches.

At NORC, Rachael serves as a technical lead or program manager for projects funded by the U.S. Agency for International Development (USAID), the U.S. Department of Labor, and the U.S. Department of State. In these roles, she designs and oversees human trafficking research; develops and facilitates monitoring, evaluation, research, and learning (MERL) training; and supports implementing partners in the design of MERL plans.

Prior to working at NORC, Rachael served as the Global MERL Advisor at International Justice Mission, where she supported MERL capacity development and research.
